Minimum Sustaining Rate (MSR)

A probable situation exists where future industrial base capability for the production of defense related material would subsist in an environment of sparse and controlled funding.  The concept of “Minimum Sustaining Rate” (MSR) is a premise that there exists a lowest rate of production that can keep a manufacturing entity viable, retain skills, and maintain a relatively low cost product.  Identifying this lowest feasible rate of production for maintaining both current and emergency needs within available funding levels and policy is a complex and inter-related task between provider and customer.  DSI’s MSR methodology uses operations research techniques to provide manufacturing options while maintaining  financial viability.
